  4.     Israel's troubles with the U.N. keep growing. Last week
  5. Secretary-General Javier Perez de Cuellar proposed a direct
  6. Security Council role in protecting Palestinians in the occupied
  7. territories. In a report ordered by the council after 20 Arabs
  8. were killed by Israeli forces on Jerusalem's Temple Mount last
  9. month, Perez de Cuellar suggested the 164 nations that signed
  10. the 1949 Fourth Geneva Convention convene to discuss ways to
  11. prevent human-rights violations in the territories, including
  12. the designation of a "protecting power" for the Palestinians.

  14.     That idea puts the U.S. in a difficult situation.
  15. Supporting the proposals could alienate Washington's longtime
  16. ally, but if the U.S. blocks council action, it risks upsetting
  17. the unity of the anti-Iraq coalition.

  19.     No such ambivalence came from Israel, which rejected the
  20. proposals. The Israeli ambassador to the U.N. reiterated his
  21. country's contested view that the Geneva Convention rules of
  22. occupation do not legally apply to the West Bank and Gaza Strip.
  23. He added that Israel has "sole responsibility" for administering
  24. those areas and that "this responsibility is not subject to
  25. review or intervention by other authorities."
